With the development of economy, the prevalence of diabetes mellitus has been rapidly increasing in the worldwide, especially in some developing countries and regions.The report of IDF in 2011 indicated that the number of diabetics globally has been reached in 366 million,while diabetes mellitus has become a challenging public health problem at the twenty-first century.,which will become a burden of economy in the worldwide. China , one of the five largest number of diabetics,will face an ordeal than before. Professor Yang pointed out in her article which had been published in NEJM 2010,that the prevalence of diabetes mellitus in China has been reached in 9.7% and the number of diabetics has been reached up to 92.4million.The number of diabetics has become a heavy load for a developing country ,which not only impose huge economic burden on the society but also bring the unprecedented pressures to professionals who go in for diabetes management ,care and therapy. By now, diabetes mellitus is an incurable disease, the patients need continuous management and treatment once they are diagnosed with diabetes. In the course of lifelong treatment ,it is  inevitable that they would suffer from other diseases , therefore, they would be hospitalized in some department except endocrinology department, such case is common situation. Nowdays , many reports came from Asian, Europe, America had proved it. Of course , so it is in China. Unfortunately,  Domestic Research data in the Field only came from developed areas in South China, there is underreported in North China. It is well known that the prevalence of diabetes depend on many factors ,such as economic level of area ,lifestyle ,cultural and so on, so the rate of inpatients with diabetes is likely to be different from otner areas. At present in China, therer exist some outstanding contradictions.1) a huge contradiction between the number of people with diabetes and the number of caregivers, 2) the doctors and nurses don’t know diabetes well in some departments except endocrinology department, 3)  diabetic-specific training mainly focus on the medical staff who go in for diabetes care . so when diabetes was hospitalized in other departments, it not only would add the difficulty of treatment  for medical stuff,but also Increase the risk of the recovery for patients. To want to improve the  comprehensive management quality ,it is not nearly enough to rely on diabetes specialists, how to train medical staff  effectively is becoming an important issue for better diabetes management. However , Because of the limited human resources, identifying the  clinical characteristics of the patients and distributed regularity would help trainers to arrange reasonable course and  target populations , reduce blind training and the waste of human resources . This study based on past research, research objectives were chosen mainly depend on the local clinical features of medical resources ,diabetes complication and diabetic-related conditions . By cross - sectional investigation,  clarify the rate of people with diabetes in objective departments, and make it clear that there are different rates in different seasons in a year so as to provide a basis for improving the purpose and effectiveness of the personnel training in objective departments
